I respectfully request that you support and pass House Resolution 7532 Sub-B, House Bill 8400, Senate Bill 3224, and Senate Resolution 3225 Sub-A, with the amendments offered below.
​
Quonset is one of Rhode Island's most important economic assets, supporting approximately 15,000 jobs and more than 260 companies. Its success has been a tremendous benefit to our state. However, that success must be balanced with transparency, environmental stewardship, and respect for its host community, North Kingstown.
​
For many years, Quonset and the Town of North Kingstown maintained a strong working relationship. Unfortunately, that relationship has been strained by the advancement of a major sewage sludge processing facility without meaningful public notice or community input.
​
The proposed location raises legitimate concerns due to its proximity to neighborhoods, schools, and places of worship. It also sits near a sole-source aquifer serving North Kingstown, East Greenwich, and portions of Exeter, making this a particularly sensitive location.
​
North Kingstown already hosts significant industrial development, including heavy industry and its associated traffic, Electric Boat operations, a state airport and Air National Guard facility, a major autoport, a wastewater treatment facility, a legacy EPA Superfund site, and an asphalt terminal. At some point, the cumulative impact on a single community must be considered.
​
House Bill 8400 and Senate Bill 3224 would prohibit thermal waste conversion facilities at Quonset. I support these bills and respectfully urge that the sunset provision be removed so that their protections remain permanent.
​
House Resolution 7532 Sub-B and Senate Resolution 3225 Sub-A would establish a Joint Legislative Commission to study long-term sewage sludge management solutions for the state. I support the need to study this important issue, but respectfully suggest adding a public member from North Kingstown to ensure local representation from a community that is actively being considered as the site of a large-scale sewage sludge processing facility.

Rhode Island needs a fair, transparent, and environmentally responsible plan for managing sewage sludge. No single community should be expected to bear a disproportionate share of that burden.

The Quonset Transparency and Accountability Pledge asks Governor McKee and Helena Foulkes to publicly commit to specific actions to stop the proposed sewage sludge processing plant at Quonset, increase transparency and accountability at the Quonset Development Corporation, and ensure North Kingstown has a stronger voice in decisions that could affect the community's environment and quality of life.

• Request that the Quonset Development Corporation (QDC) Board vote to rescind its nonbinding Letter of Intent with Quonset Soil Solutions LLC for the proposed sewage sludge processing plant.
• At the earliest opportunity, appoint members to the QDC Board who prioritize transparency, environmental responsibility, community engagement, and balanced economic development.
• Support statutory reforms of the QDC and its Board that require greater transparency, enhanced public disclosure of significant business transactions, and meaningful consultation and collaboration with the Town of North Kingstown on projects that may have environmental or public health impacts.
